WHERE filters rows before grouping. HAVING filters groups after aggregates are calculated. COUNT(*) >= 2 therefore belongs in HAVING. PostgreSQL does not accept a SELECT alias in HAVING: repeat the expression.
Small example:
SELECT city, COUNT(*) AS total FROM customers GROUP BY city HAVING COUNT(*) > 1;
